This Ministerial Building Standard (MBS 001) sets out conditions that can trigger an upgrade in an existing building to reduce health and safety risks.

Upgrading of existing buildings is not required under legislation unless there are specific health and safety risks or access issues that need to be addressed.

All new building work must comply with the current Building Rules.

Ministerial Building Standards form part of the Building Rules which are used to assess a development application for building consent. All standards must be read in conjunction with the requirements of the Planning, Development and Infrastructure (General) Regulations 2017.
