Concordia infrastructure scheme a first for South Australia

South Australia’s first infrastructure scheme has been finalised for the Concordia growth area, creating the foundation for a new high-quality, master-planned community.

The scheme supports the recent rezoning of about 995 ha of land at Concordia to provide up to 12,000 new homes for South Australians over the next 30 years.

By ensuring development is coordinated, supported by essential services and underpinned by fair and transparent funding arrangements, the scheme provides greater certainty for planning and investment in the growth area.

The scheme outlines the types of basic infrastructure that will be provided to support the new community, such as roads, bridges, stormwater management, water and sewerage.

It also details funding pathways for infrastructure and when it will be required, to ensure infrastructure is available in-line with development of the land.

The scheme’s work plan outlines three phases of development for the growth area:

  • 2026–2029: 600 lots leveraging existing infrastructure capacity
  • 2030–2036: 2,000 lots with enabling trunk water and wastewater works and key road upgrades
  • 2036–2057: remaining lots across the growth area, including Sturt Highway link and additional trunk infrastructure.

Preparation of the Concordia Basic Infrastructure Scheme was overseen by Scheme Coordinator, Iain McPhillips, and it was developed in consultation with affected landowners, councils, key state government agencies and other stakeholders.

The Scheme Coordinator will now work with stakeholders to finalise necessary agreements and coordinate infrastructure planning as the next step towards delivering the new development.

Standard policies and guidelines for establishing and delivering basic infrastructure schemes in South Australia, including Concordia, have also been finalised.
