Consultation begins on proposal to rezone land at Sellicks Beach for future housing

Consultation has started on a proposal to rezone land at Sellicks Beach to deliver a new master-planned community that could accommodate about 1,700 new homes.

The Sellicks Beach Growth Area Joint Amendment, aims to rezone land at Sellicks Beach and update the Greater Adelaide Regional Plan to support a future master-planned community, including a mix of housing types, recreational areas, community amenities and retail spaces.

A Joint Amendment enables two planning instruments to be changed at the same time, and this is the first instance of its use under the Planning, Development and Infrastructure Act 2016.

Under the proposal, 134 hectares of land in Sellicks Beach, identified as a growth area in the Greater Adelaide Regional Plan, would be rezoned to Master Planned Neighbourhood.

This zoning would support the creation of a new community, with a range of housing that supports diverse needs and lifestyles, located within easy reach of services, with new roads, facilities and open space.

A new Emerging Main Street Subzone would also be applied to support a new activity centre that enables the development of employment and community services, such as a supermarket, and the creation of a main street that is a focal point for the surrounding neighbourhood and encourages pedestrian activity.

The proposal also seeks to:

  • apply a Coordinated Development Overlay across the affected area, which acts as a holding mechanism to defer urban development until air quality monitoring and assessment is complete and infrastructure agreements are in place
  • encourage tree planting with new development
  • deliver at least 15 per cent affordable housing with new residential development.

To support future growth of the affected area, a basic infrastructure scheme will be developed to ensure the infrastructure needed to support future housing is well understood and planned for.

Consultation on the draft Joint Amendment is open until 16 October 2025.
